Purpose:
The Army has embraced recycling as an integral component of
its core mission. Pursuant to section
211 of the Solid Waste Disposal Act, 40 CFR 246.100, and DoD Instruction 4715.23,
Integrated Recycling and Solid Waste
Management, paragraph 1.2., installations must implement a recycling
program.
The purpose of the Recycling Program is to recover and
recycle materials from the solid waste stream.
Benefits of recycling include reduction of solid waste disposal costs
and environmental sustainment. The Recycling Incentive Program offers
installation organizations the opportunity to participate in an incentive-based
recycling program that provides DFMWR funds in exchange for direct
contributions of recyclable material.
Aluminum Cans:
Collect and bring cans to the Recycling Center. Keep cans segregated from other materials. The Recycling Center has some containers that may be used for collection.
Cardboard:
All cardboard may be recycled by bringing it to the recycling center for the incentive program. DPW-ENRD also collects cardboard from collection points across the installation. Cardboard must be flattened prior to placing in collection containers or brining to Recycling Center. Call to arrange a special pick-up when moving offices or cleaning out files. If your building generates a large amount of cardboard on a regular basis, contact the Recycling Center, and they will provide a cardboard collection bin for your building and add you on the pick-up schedule (NOT counted for incentive program).
Paper:
Copier paper, writing paper, memos, index cards, glossy computer printouts, bond copier paper, manuals without glue or plastic binder, notebook paper, correspondence, fax paper, brochures, post-it notes, manila file folders, and envelopes should all be placed in collection containers and brought to the Recycling Center for the incentive program. The Recycling Center provides some 90-gallon paper recycling carts with a varied pick-up schedule. Materials picked up by the Recycling Center are NOT counted for incentive program totals.
Printer and Toner Cartridges:
All types of used or unused printer and toner cartridges can be turned in at the Recycling Center. Place cartridges in the original containers if possible. Bring cartridges to the Recycling Center and place in designated bins.
Metal:
All scrap metal and metal furniture not on a hand receipt should be dropped off in the roll-off containers behind the Recycling Center.
Wood:
All wood products to include pallets, crates and wooden furniture not on a hand receipt may be delivered to the wood lay down yard beside DLADS. All heavy metal (i.e., handles, hinges, coaster wheels) will need to be removed prior to delivery. Call the service order desk at 334-255-9041 to schedule an appointment.
Electronics:
Discarded electronic equipment (also called e-waste), such as computers, TVs (no CRTs), and audio equipment, can leach toxic metals like lead and mercury into the environment. These items may be dropped off at the Recycling Center.
MICROWAVES, REFRIGERATORS & HAND RECEIPTED ITEMS WILL NOT BE ACCEPTED.
Used Antifreeze:
Collect in a plastic container with a lid, label as “Used Antifreeze” and turn in to the HMCC (334-598-1037) for recycling.
Used Batteries:
Collect used batteries and turn them into the HMCC for recycling. Users must properly separate some batteries (lithium, ni-cad, mercury, nickel metal hydride, silver-zinc and small sealed lead acid) to prevent short-circuiting during storage and transportation by either placing batteries in the original inner package, taping the positive end of the batteries, or by using plastic "baggies" to separate individual batteries.
Used Oil:
Collect used oil in a container with a lid and label “Used Oil” and transfer to a collection tank. Do not leave containers of used oil unattended. Make sure the used oil is properly poured in to the collection tank, and the lid to the collection tank is closed.
Fluorescent Light Bulbs:
Used fluorescent bulbs have special labeling requirements - contact DPW-ENRD to obtain labels or information. Collect in original boxes and then take to HMCC. Reference the Universal Waste Program web page for details.
Plastic Bags:
Turn in plastic bread and grocery bags at the Commissary.
Incentive Program:
- Participants
can bring segregated recyclables to the Recycling Center located at building
9322 during regular operating hours (M-F, 0730 – 1530).
- Anyone
may turn in materials to the recycling center. However, DFMWR funds may
only be earned by Fort Novosel military, civilian, and tenant organizations with
a DFMWR fund code. The organization receiving the credit must be
indicated when the commodities are turned in to the recycling center. If
any materials are turned in for recycling and an organization is not indicated,
no credit will be earned. Funds will be distributed quarterly.
- Recycling
personnel will weigh commodities and record the weight of each quantity on a
tracking spreadsheet. The tracking information will be submitted to the
Recycling Program manager at least on a monthly basis.
- Installation
personnel will deposit segregated commodities in the designated collection
containers in the Recycling Center.
- Funds
will only be transferred to Fort Novosel military, civilian, and tenant
organizations with a DFMWR fund code.
Private organizations and individuals are not eligible for earning DFMWR
funds.
