Why Do We Need Environmental Officers (EOs)?

To comply with environmental laws and regulations, as well as ensure that environmental problems or liabilities do not interfere with the mission,  it is necessary to have a point of contact with the unit or organizatin to provide the necessary guidance and oversight.   The mission at Fort Novosel or other Army installations could not continue without this.  Army Regulation 200-1 requires all Army activities to appoint EOs at the organizational, company or shop level.  This policy is necessary to ensure compliance with the many federal and state environmental regulations. At Fort Novosel, the policy above formally establishes the EO requirement for organizations and units.

An EO is a person within a unit or organization appointed to ensure that environmental compliance requirements are met, as well as ensure that there are no other environmental show-stoppers that may trip up the mission down the road.  The EO also coordinates with DPW-ENRD to clarify requirements or for assistance.

EO Appointments

All organizations on Fort Novosel must formally appoint an EO using USAACE Form 2729 within 90 days of being assigned environmental duties. This form must be returned to DPW-ENRD through email, in person to bldg 1121, or by fax to 255-2058.

EO Training 

EOs are required to attend an 8-hour Fort Novosel Environmental Officer Training Course.  Newly appointed EOs must attend the next available training course and attend annually thereafter.  These courses will help the EOs stay abreast of current and changing requirements.  The environmental training page has additional information about the courses as well as upcoming training dates.

EO Responsibilities

The appointed EO's responsibilities include:

· Ensure compliance with installation Sustainability, Pollution Prevention and recycling programs, and implement improvements or new ideas as possible;

·  Ensure proper management of unit or organization hazardous materials, excess or expired hazardous materials, and waste streams per the Fort Novosel Hazardous Waste Management Plan (HWMP), Fort Novosel Hazardous Material Control Center (HMCC) Standard Operating Procedures, and the guidance posted on the Sustainable Fort Novosel website;

· Ensure training for all unit or organization personnel about installation environmental programs, policies, and procedures, as well as any unit/organizational level procedures necessary to comply with installation policies;

·  Ensure proper reporting and recordkeeping;

·  Ensure adherence to installation requirements for training or operations in the field;

· Ensure periodic environmental inspections are conducted as required or necessary;

·  Advise the commander, director, or supervisor of any environmental problems, issues, potential violations, or legalities;

·   Attend special meetings or training sessions that may be coordinated during the year by DPW-ENRD; and

·  Ensure certain documentation is maintained.

 Recordkeeping

EOs are required to maintain the following documentation:

·  Record of all releases and spills per the Fort Novosel Installation Spill Contingency Plan (ISCP);

·  Training records of unit or organization personnel;

·  Proof of current EO training certification (i.e., appointment orders on USAACE Form 2729 and a current EO training completion certificate;

·  Inspection records (internal records as well as inspections from DPW-ENRD);

· Hazardous material inventory (HMI) list included in the Site Specific Spill Response Plan;

·  Safety data sheets (SDS) for all hazardous material stored and used within the facility;

·   Electronic or hard copies of the following:

· Hazardous Waste Management Plan (HWMP),

· Integrated Solid Waste Management Plan (ISWMP),

· ISCP

· Spill Contingency, Control, and Countermeasures (SPCC) Plan, and

· Stormwater Pollution Prevention and Best Management Practices Plan

·  Maintain a hard copy of a Site-Specific Spill Plan for the unit/organization.  USAACE Form 2719 is a template for this plan. The plan must be updated annually.

Current EO List

DPW-ENRD will maintain a list with the names, organizations, and status of all EOs on the installation.  Please inform DPW-ENRD whenever there are changes to EO status by calling (334) 255-1653.
