Definitions

Air Pollution - presence in the outdoor atmosphere of one or more air contaminants in sufficient quantities and of such characteristics and duration as to be injurious to human, plant or animal life, or to property, or which unreasonably interfere with the enjoyment of life and property.

General

The Clean Air Act Amendments (CAAA90) represent the most recent legislation for the control of air pollution in the United States. The new statute strengthens and broadens earlier legislation by setting specific goals and timetables for reducing urban smog, airborne toxics, acid rain, and stratospheric ozone depletion over the next decade and beyond. 

Responsibilities

There are various air pollution sources at Fort Novosel which must be permitted for construction and operation. These sources include fossil fuel boilers and hot water heaters, woodworking shops, paints booths, incinerators, underground and aboveground storage tanks or any other source that might release pollutants into the atmosphere. Other major sources of air pollution are military equipment and vehicles. To reduce and prevent air pollution, the following guidance is offered:

• Maintain equipment and vehicles so that they operate efficiently and clean, use the control devices intended for the equipment or vehicle.
• If constructing, modifying, or replacing a building or operation that may emit pollutants, contact the Fort Novosel Environmental Division in order to begin processing for a construction/operating permit. Failure to obtain permits prior to construction or modification can result in issuance of notices of violation from the State of Alabama and EPA.
• Assure that all operating air pollution sources have a current, up to date air permit. 
• Comply with Stratospheric Ozone Protection requirements.
